Morocco startup funding got a new piece in September 2026: a public fund of MAD 347 million, managed by Tamwilcom, that should bring about MAD 2.5 billion for digital startups. But founders don't apply to it. The money goes to 9 venture capital funds, which then invest in startups.

## What is the Fonds Catalytique Startups?

It's the newest public tool for Morocco startup funding: a fund created by decree n° 2.26.576 of 3 August 2026, run by the Ministry of Digital Transition and Administrative Reform and managed by Tamwilcom. [According to the ministry's statement](https://h24info.ma/economie/digital-347-millions-de-dirhams-en-appui-au-financement-des-startups-au-maroc-ministere/), it can invest MAD 347 million over three years in venture capital funds that back startups in the digital sector.

The Mohammed VI Investment Fund (FM6I) and the CDG are partners. Nine fund management companies have been pre-selected, and the funds they run are expected to mobilise nearly MAD 2.5 billion for Moroccan startups. It's part of the Digital Morocco 2030 strategy.

## Why 347 million turns into 2.5 billion

The state isn't writing cheques to startups. It puts money into private venture capital funds and takes part of the risk, so that other investors feel safe enough to put in more. [Launch Base Africa](https://launchbaseafrica.com/2026/09/18/morocco-startup-fund/) describes it as a first-loss design and puts the multiplier at roughly 7.2: about 7 dirhams from other investors for every public dirham.

The minister, Amal El Fallah Seghrouchni, said the mechanism would allow investors "to take measured risks and startups to cross key growth stages".

## Which funds were selected?

Launch Base Africa lists the nine pre-selected management companies:

- 500 Startups Management Company
- Emerging Tech Ventures
- Kalys Ventures Partners
- Middle East Venture Partners
- Outlierz Africa
- Plug and Play Investment Group
- RING
- Sawari Ventures
- Sienna Venture Capital, with AlphaVest Capital

## The programme founders can apply to: Startup Venture Building

For earlier-stage founders, the more useful news is Tamwilcom's Startup Venture Building programme, launched with the same ministry. It has an envelope of more than MAD 700 million to support over 800 startups across Morocco for three years, [according to the launch announcement](https://laquotidienne.ma/article/economie/ministere-transition-numerique-tamwilcom-lancement-offre-startup-venture-building-accompagnement-financement). It offers four financial tools:

1. **Bourse de vie**: a monthly income for experienced founders, so they can work on their startup full time.
2. **Bourse d'incubation**: up to MAD 200,000 for prototyping, design, branding and market validation.
3. **Prêt d'honneur**: up to MAD 500,000 with no interest and no guarantee, for the commercial launch.
4. **Prêt d'amorçage**: MAD 500,000 to 2 million, to accelerate alongside a fundraise.

It runs through six support organisations: two Moroccan (CEED Maroc and Technopark) and four international (Flat6Labs, Open Startup International, Renew Capital and 500 Global). ## Morocco startup funding: which programme is for you?

- **You have an idea or a first prototype:** look at Startup Venture Building, through one of the six operators.
- **You have users and you're raising a round:** the venture capital funds backed by the Fonds Catalytique are your target.
- **Either way:** the money comes with selection. Someone will want to see what you've built.

## The fine print

This is the second phase of public money for Morocco startup funding. The first, the Fonds Innov Invest launched in 2017, financed more than 500 startups and received the World Bank's highest rating, "Highly Satisfactory", in September 2026, [Launch Base Africa reports](https://launchbaseafrica.com/2026/09/18/morocco-startup-fund/).

The same article points to the weak spot: exits. A UM6P report it cites found "only four meaningful exits in three years". Without companies being bought or listed, investors get their money back slowly, and the 2.5 billion target depends on private investors actually following the public money. FM6I and the CDG, both state-linked, are already in; the real test is the private investors.

A grant for prototyping is there to turn your idea into a product people can try, and a fund will judge you on what users do with it.
